Now that you've seen the basic steps, I'm going to go a little deeper into what this all means.

COMPLETE 10 SUCCESSFUL SALES
Having a successful sale means that the customer ordered from you and you fulfilled the order. This doesn't necessarily mean that the customer has to give you a 5 star rating, but the customers' rating does play a major role in your ability to get certified.
When a customer rates you, they have the option of giving you a rating anywhere between 1-5. A 5 star rating means that the item is just as described and there were no issues that warranted the customer to give you a less than perfect rating...
Note that I said that a 5 star rating means the items are just as described - this doesn't mean that the item fits perfectly and it doesn't mean that the item is in perfect condition.
5 stars simply means that the description matches the item. If the item is described as being in great condition except for a missing button (for example), this would mean that when the customer received it, it would've be in great condition, with a missing button. Unfortunately, some some don't understand the rating system, but that's another post for another day. Which leads us to our next point...
HAVE 4.5+ SELLER RATING
As I previously mentioned, your ratings from customers plays a big role in your ability to get boutique certified. Let's do the math really quick so I can give you a good idea of the requirement. If you make 10 sales and 6 were 5 stars, 3 were 3 stars and 1 was not rated...your average is 4.3. If you noticed, the average is derived from 9 ratings and not 10.
The lack of a rating will not go against your overall rating, in that case the average will be derived from 9 sales instead of 10, but the 10th sale still counts towards your ability to sell boutique. In this particular example, you wouldn't be qualified.
All of that was to say that the reception you receive from customers not only plays a big role, but in fact is very important when it comes to your ability to move forward and open your boutique.
Essentially, you're proving that you can run a professional operation and you have earned the right to have a Poshmark boutique. If you come across the type of situation where your overall seller rating is too low to participate as a boutique, the best thing to do is to review your customers' comments and find ways to improve your listings and your service, in order to bump your rating up to as close as 5 stars as possible.
BUY INVENTORY FROM THE WHOLESALE MARKET
Once you make those 10 sales and have that 4.5+ seller rating, the wholesale market will be accessible. Side note - you don't have access to this market until you do these steps first.
To clarify, it's not required that you buy your wholesale inventory from Poshmark, but honestly, it's the easiest way for them to track your purchase and you won't have send in documentation to prove where you purchased your products from.
A little piece of advice, when you make a wholesale market purchase, get the least expensive bundle you can find. It's the easiest way to get started with your boutique and you can always purchase from another wholesaler where you may like the products a little better once you get your foot in the door.
Poshmark's wholesale inventory is a little on the expensive side and when you're getting started and your budget is small, you want to stretch your dollar while getting the best quality for your money - and I'm going to leave that right there.....
THE FINAL STEP IS TO COMPLETE THE IN-APP CERTIFICATION FORM
It's simply a set of 3 agreements stating that, you purchased your items from a brand or a distributor (not a retailer), you will use your own original photos for cover shots, and you will provide the best quality customer service as possible.
Once you've checked all of these agreements off, you are now certified and can open your boutique.
